If you want to neutralize a toxic link from your website, you can remove it with the help of the Google Webmaster tool. You can remove it, by going to Google Webmaster's Google Search Console.

We can consider a "toxic link" is a bad or unnatural backlink, usually associated with a penalty. So neutralizing this type of link would mean that you get the link pulled or nofollowed so that it no longer causes you any harm. Usually what that entails is going back through your backlinks and identifying which are unnatural or causing penalty, then trying to get them pulled from wherever they're linked. You can disavow bad backlinks too, but the disavow tool is very powerful and should only be used if you really know what you're doing.
